Improving Occupational Health in Ireland

Northern Ireland time zone? Specifically Belfast?
Someone told me recently that Belfast is 3 hours behind Dublin, which sounds very wrong to me. I looked it up online, and all websites say Northern Ireland is on GMT, but my friend has lived in Belfast all his life, how could he be wrong? I thought time zones were to do with longitude, and Belfast isn't far off Dublin at all!
